The work of the position involves analyzing, researching and studying employment levels, scheduling, and workforce planning to support several financial analysis initiatives to include, Workforce Planning, Financial and Economic Modeling, and Research among other things, for the Federal Aviation Administrations workforce.
Duties
The Data Scientist serves within the Office of Financial and Labor Analysis (ALA) directorate. The position acts as technical specialist, member of a team or project manager/team lead for larger work activities. Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Through the use of sophisticated analytical data models, provides and consults with management to improve organizational effectiveness, efficiency and/or meet strategic objectives.
The Data Scientist is responsible for developing analytical methodologies for collecting and compiling data into visual tools or reports. Develops pre-decisional reports and presentations containing sensitive or personally identifiable information (PII) data for senior executives, leadership and managers at all levels; reveals data on organizational performance, which includes key performance indicators/metrics that target organizational improvement and represents data to reach meaningful conclusions to meet DOT/FAA mission goals.
Serves and/or leads efforts by providing data to support organizational change to include methods that influence the use of resources, budgets, business processes, or other modes of operation that result in FAA LOB/SO organizational and/or operational changes. Utilizes simple and complex data mining, data cleansing and statistical analysis in the development of solutions to enhance and support the decision-making processes. Applies experience and comprehensive technical knowledge of analytical and statistical methods, models, and techniques to support analysis and strategic decision making efforts.
Determines the appropriate amount of data necessary to support conclusions with specific levels of statistical confidence. Uses standardized metrics for analysis. Performs analyses to determine benefits and risks for projects and programs. Applies analytical approaches for systematic decision-making by management at all levels of the organization.
Collects, interprets and publishes data for use by leadership. Performs descriptive, prescriptive, and predictive data analyses. Utilizes various analytical and modeling tools to include R, Python, and SQL. Develops and presents background material on proposed designs, procedures, concepts, optimization, and statistical models, and results. Communicates with Financial and operational stakeholders.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/ activities. Makes optimal use of resources to complete activities within established schedules.
Broad policies, statistical theories, techniques and objectives provide general guidance to address issues and work task. The Scientist draws on technical experience to solve unusual problems or create new solutions as the situation requires. Provides guidance and instruction to others; and works with management to solve problems.
Work is reviewed through status reports and at project completion, to ensure technical compliance and alignment with the requirements of the project or other work activities. The work activities of this position directly impact the objectives of the organization, the FAA and may affect customers.
