Job Description:
The POA (Production Organization Approval) & I-MS (Integrated Management System) Compliance Manager is responsible for ensuring a high standard of compliance to EASA Part 21 G and TCCA CAR 561 POA requirements and the
I–MS compliance requirements at AHCA. The POA & I-MS Compliance Manager deals directly with EASA, TCCA and Airbus Group on matters related to POA Compliance and the Safety Management System of AHCA. An I-MS is a Management system that combines the requirements of a QMS (Quality Management System) and SMS (Safety Management System) in compliance with the POA requirements.
MAIN RESPONSIBILITIES
Operational POA (EASA and TCCA) Compliance
Proactively identify all risks with appropriate Operational Managers and implement corrective actions to maintain compliance.
Manage the initial and recurrent training needs for all certifying staff in alignment with Part 21 Compliance.
Ensure that the COM-17 process is in full compliance at AHCA.
Ensure 5S is maintained across the AHCA facility to mitigate any product and safety risks with clear segregation of POA and MOA parts.
Ensure that changes to Manufacturing, Quality and Engineering documents and processes are clearly evaluated and implemented with clear traceability to product.
Ensure that all equipment changes are added to the change dossier and included in the scope of approval prior to commissioning on POA Products.
Ensure that POA traceability is maintained across the Production Planning and Purchasing process.
Ensure clear alignment of roles, responsibilities and authorities to the POA Managers in AH and AHD and all accountable roles at AHCA have clear delegations.
Responsible for driving improvements to acquire all POA related authorities within Design and Manufacturing in alignment to the Make COE process at AHCA.
Ensure all AHCA POA SCQM suppliers are managed in SAP and approvals renewed at periodic intervals through on site audits.
Act as an audit liaison at AHCA by supporting on site POA audits from internal AH auditors and external EASA auditors.
Ensure coordination of non-conformances and NOEs with the Compliance team at Marignane and Donauworth.
Responsible for the management and maintenance of a clear list of POA parts within the scope of approval for AHCA.
Act as a coordinator between the POA and DOA on matters pertaining to continued airworthiness including but not limited to ADs, SBs etc.
Manage the transition of TCCA parts in WIP to POA parts with clear identification and tagging.
Responsible and accountable for all POA related compliance KPIs.
POA (EASA and TCCA) I-MS Compliance
Serve as the AHCA QMS Focal on matters pertaining to Quality procedures, Policies, Instructions and Forms.
Act as the SMS focal for EASA POA compliance.
Manage corrective actions and investigations in Safety Cube.
Identify Safety Enhancers and drive Aviation Safety improvement projects.
Manage the AHCA Audit schedule and calendar of internal audits.
Drive the compliance of the POA to meet all EASA SMS requirements to level 3 and above.
Actively promote SMS policies and procedures with a foundation of Speak up and Just and Fair Policies.
Be the focal point for any third party and regulatory external QMS audits. i.e. AS9100, TCCA, EASA- etc.
Manage the CARs related to internal and external audits to ensure timely closure.
Drive the redesign of the audit process to transition to Product Conformity audits from Process audits.
Support all initial and refresher training required to maintain Auditor status.
Serve as a mentor for candidates aspiring to be internal auditors from other departments.
Drive all KPIs on CARs and manage risks related to Process Effectiveness and Compliance.
Identify continuous improvements based on process and product audit results.
Drive documentation control and workflow improvements such as AODOCS etc.
EDUCATION & JOB REQUIREMENTS
Bachelor’s Degree in Engineering or ASQ Certification; or equivalent experience
5 years’ experience in POA or QMS role
3 years’ experience in a Supervisory role
3 years’ experience in a Regulatory compliance or Quality role
KNOWLEDGE, SKILLS, DEMONSTRATED CAPABILITIES
Experience with carrying out transformational projects on Quality Management Systems
Experience with implementing POA standards and compliance regulations
Experience with auditing to AS9100D and TCCA/POA requirements
Strong initiative and motivation to work independently and in a team environment, to drive development to achieve the highest standard of quality
Ability to bring the context of long term strategic objectives and goals and apply them to day to day activities and decisions making
Strong communication, interpersonal and leadership skills
Advanced problem solving skills
Demonstrated ability to multi task in a fast paced environment
Proficient in Google Suite & Microsoft Office Applications
Proficient in SAP
Proficient in NCM
