The Airframes, Structures & Radars, and Materials (ASM) leads in the mechanical hardware design, development, and production of weapons systems. ASM uses state-of-the-art tools, processes, and technology, with capabilities encompassing a broad range of technical disciplines, including product engineering, manufacturing, technical services, materials engineering, analysis and test, rapid hardware development/builds and configuration and data management documentation.
The Configuration and Data Management (CDM) organization is responsible for ensuring our products are under configuration control and delivered on time. The CDM Organization consists of multiple disciplines that support engineering, our program offices, and our customers. Disciplines in the CDM organization participate in the life cycle of our products from conception to deactivation.
The Data Management, Engineering Support and Execution (DEX) department is looking for an individual to perform the role of Principal Information System Owner (ISO).
This position is on-site in Tucson, AZ
The ISO is responsible for ensuring that all classified collateral Information Systems (IS) are operating in efficient compliance with Risk Management Framework (RMF) and Cyber security policies. The ISO provides a centralized authority and network of resources dedicated to the seamless integration of Information Technology (IT), Cybersecurity, and Program objectives. Moreover, the ISO delivers mission critical oversight and embedded Program support that ensures the universal application of best practices.
Additionally, the ISO is responsible for addressing the operational interests of the user community while ensuring IS compliance with RMF requirements. At the Program level, the ISO plans, facilitates, and manages the IS development, budgeting, operations, maintenance, and security posture throughout its’ entire lifecycle. The ISO is an innovator, collaborating with all levels of Program Management; cultivating synergy between multidisciplinary functions to develop optimal IS solutions that satisfy requirements. Beyond maintaining IS integrity, the ISO also plays a vital role in the enforcement of policies regarding classified data handling, processing, and destruction.
What You Will Do
Ensuring that the planning and execution of all RMF activities are aligned, integrated with, and supportive of the system acquisition process
Ensuring that the system is developed and operating in accordance with Program specific requirements as well as customer specifications, Cyber Task Orders (CTOs), RMF, and Government policies
Conducting risk assessment and risk management activities to identify potential vulnerabilities for remediation
Managing user accounts, accesses, authorizations, and privileges, as well as establishing data and media ownership
Collaborating with Cybersecurity &Information Owners to develop System Security Plans (SSPs)
Assisting the Information System Security Manager (ISSM) with performing the system risk assessment, documenting the respective results, and keeping reports current throughout the acquisition and development phases of the system lifecycle
Providing the ISSM with updates to the Plan of Action and Milestones (POAMs), including identifying correction actions, determining resources required, documenting milestone completion dates, and addressing any residual findings
Coordinating with Cybersecurity and IT teams to facilitate and prioritize user needs
Overseeing the development, maintenance, and tracking of the system security authorization package
Perform integrated change control by holding regular
Change Review Boards (CRBs) that review, verify, approve, prioritize, track, and record requested changes to the IS and/or modifications to its configuration
Facilitating, coordinating, and recording architecture and infrastructure modifications, upgrades, and updates
Providing oversight for classified data and media creation, processing, custody, and destruction
Developing system planning and budgetary requirements and communicating these needs with
Program Management for sustainment operations, proposals, and reviews
Qualifications you must have:
Bachelor’s degree OR in absence of a degree, 9 years of relevant experience is required.
5 years’ experience in IT, Cybersecurity, program management, or related field
Experience with cost and schedule management
Experience working in a classified information systems environment
Active and transferable U.S. government issued security clearance is required prior to start date.
U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Qualifications We Prefer:
PM Level 6 certified, or equivalent training in Program Management
Strong Project Management knowledge/certification
Experience working with government regulations, such as NISPOM, NIST Publications, DAAPM, and RMF.
Experience supporting various system configurations (Stand Alone, Local Area Networks, Wide Area Networks, Classified Government Wide Area Networks)
Collaborate with individuals and teams from diverse communities and cultures in a fast-paced, deadline driven organization
Earned Value certified, or equivalent training in Earned Value Management Systems
Strong knowledge of government contracts and their associated security elements

The salary range for this role is 77,000 USD - 163,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
