JOB OVERVIEW

The Security and Risk Officer is responsible for the administration of KF’s Government of Canada (GOC) Security Clearance programs (to Secret Level), Controlled Goods Program, RAIC Pass management, Site Security (access and camera’s), and Aviation and Non-Aviation insurance programs administration (certificates and claims).  This includes employee accreditation, program maintenance, monitoring for changes in GOC regulations, insurance related administration, and site security programs.   The S&R Officer works under the direction of the Chief Corporate Services Officer (who is the Company Security Officer).

    

DUTIES & RESPONSIBILITIES

GOC Security Program:

  • Act as the Assistant Company Security Officer (ACSO) (as per GOC requirements).
  • The ACSO will be the main point of contact with Public Services and Procurement Canada&39;s Contract Security Program (CSP). 
  • The ACSO is accountable to the CSO and the CSP on all contract security matters and is a required position to ensure KF is meeting the requirements of its contract with Public Services and Procurement Canada.
  • Facilitate the accurate completion of the individual security screening documentation for each individual, verifying the applicant’s identity and background information, and submitting

 

Controlled Goods Program:

  • Act as the Designated Official (DO) (as per the Government of Canada Requirements):
  • The Designated Official (DO) is responsible for ensuring compliance with the Defence Production Act and the Controlled Goods Program.
  • Ensure that the organization maintains compliance with all GOC regulations pertaining to Controlled Goods and Designated Organization Screening (DOS) requirements.
  • Periodic Inspections of the CG documentation, lockups, and practices. 

 

Security Systems and Document Safeguarding Capability (DSC) (per Government of Canada Requirements):

  • Advise local organization in aspects of physical security by providing guidance regarding physical security measures as related to the CSP.  Support the review of and conduct preliminary investigation of reported insecurities and recommend corrective and mitigative actions.
  • Coordinate and compile information and documents required to demonstrate that the organization follows physical security requirements and to facilitate a physical safeguarding assessment, in accordance with the provisions of the Government of Canada Guidelines. 
  • Ensure that the organization maintains compliance with DSC requirements.

 

RAIC Pass Company Administration:

  • Ensure that the organization maintains records and compliance with Transport Canada and the various airports we operate at to facilitate the issuance, renewal, and retrieval of RAIC passes as required.

 

Management and Maintenance of the Site Security Program:

  • Oversight of the Site Access programs, systems, and controls.
  • Oversight, access, and review (as required) of the Video Surveillance systems.
  • Development and improvement of all processes and procedures required to support the security management system.
  • Responsible for the creation (where required) of a security records management system and the maintenance of all related records.
  • Liaise and coordinate with local Airport and/or Department of National Defense (DND) security officials and/or Leaseholders on joint site security initiatives and assist with enforcement efforts as required.
  • Review and oversee the implementation and continuous improvement of site security systems such as security cameras and access controls systems.  

 

Insurance (Risk):                           

  • Answer inquiries from staff and customers with respect to coverage, certificates of insurance.
  • Assist in development of renewal data.
  • Compile any claims documentation required.
  • Monitor customer certificates of insurance for coverage.

 

Required Skills & Experience:

  • Minimum 5 years practical experience as a security or risk analyst or officer
  • Basic understanding of financial principles, forecasting and budgeting
  • Interpersonal and relationship and team building skills
  • Strong communication skills - both verbal and written
  • Proven attention to detail and strong record keeping skills 

 

SALARY

The wage band is KF level 8, $66,000 - $82,500 annually. The expertise and technical skill level of the candidate is assessed during the selection process for placement within the band. Note: The salary range maximum signifies full job knowledge.
