The position serves as a Writer/Editor within the AVS Organization Designation Authorization (ODA) Office and supports AVS ODA Office activities by writing, editing, and supporting a variety of materials.
Duties
The Writer/Editor supports AVS ODA Office activities by writing and editing a variety of materials, including: congressional and external briefing materials;congressionally mandated reports, responses to recommendations, letters, fact sheets, newsletters, web-based content, informational memorandums, white papers, presentations, Congressional questions for the record, operating procedures and processes, and public inquiries.
Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and comprehensive knowledge applicable to his/her discipline to plan and conduct functional activities for projects/programs. Assignments frequently require knowledge and experience working across functional and/or organizational lines. Applies advanced technical, editorial, and communication skills as an individual contributor or team member for the development of regulatory and/or informational materials for a wide range of internal and external audiences.
Responsible for the preparation and/or final review of technical material which establishes, changes, modifies, explains, and/or defends policies, procedures, rules, regulations, etc. Issuances are subject to close public review and scrutiny, and may be subject to challenge.
Creates, prepares, reviews, and edits written materials for use in conducting, facilitating, and supporting internal and external outreach, briefings, and/or meetings. Analyzes, reviews, and edits regulatory documents prepared by technical specialists for comprehensiveness, clarity, audience-compatibility, and validity of conclusions. Ensures inclusion of all necessary footnotes, references, and enclosures, as well as conformance with organizational polices and precedents. Identifies and corrects errors, inconsistencies, and omissions in coordination with managers, operating officials, and/or authors, as appropriate.
Evaluates data and submits recommendations for inclusion, revision, or modification. Provides technical guidance to and is responsible for formatting, illustration, and relevant terminology. Materials may be targeted at single or multiple organizational levels, including executives, management, and non-management.
Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or develop new approaches. The work requires substantial analysis to present convincing evidence and/or present accurate and critical information. Incumbent conducts extensive research and analysis to define and explain the agencys policies, programs, research findings, or requirements in detail or in overall form.
Independently plans time. Identifies, plans, and organizes available resources to accomplish projects/programs/activities. Makes optimal use of resources to complete activities within established schedules. Initiates and maintains effective communication with all internal and external stakeholders, and builds cooperative, ongoing working relationships with them to advance the mission of Aviation Safety.
Collaborates and engages in ongoing dialogue to stay abreast of the subject-matter that might influence the Agencys mission of ensuring the operation and safety of the National Airspace System (NAS). Develops and recommends approaches to address current and anticipated problems and issues. Works with management and/or more experienced professionals to solve problems. Work is reviewed typically through status reports and at project completion, to ensure policy compliance and alignment with the requirements of projects and/or other work activities.
